1. The Executive Secretary of the Editorial Board performs registration and tracing of received documents.
The Executive Secretary of the Editorial Board shall store the check copy of the documents received during the five years from the date of the decision of the Presidium of the Editorial Board to publish a paper or the refusal to publish a paper.
2. The Executive Secretary of the Editorial Board shall perform (within three days from the date of receipt of materials of the paper proposed for publication) control of completeness and adequacy of submitted materials to statutory requirements.
Paper submission inadequate to the statutory requirements, will be returned to the authors of the papers within seven days from the date of receipt of such materials with indication of the reasons for return.
3. The Chairman of the Editorial Board (Deputy Chairman of the Editorial Board) of the Journal within five days from receiving the materials of the paper designates the profile section (profile sections) of the Journal.
The Executive Secretary of the Editorial Board of the joural within seven days from the date of receipt of materials of the paper proposed for publication, directs hard copies of materials of the paper to Supervisor of a profile section (Curators of profile sections) of the Journal.
4. Papers offered for publication in the Journal are subjected to mandatory review.
Reviewers can be at least one expert having a PhD on the profile of this work, or at least two experts who have a Candidate of Science degree on the profile of this work.
Reviewers should be recognized experts on the subject of peer-reviewed materials and have publications for the last 3 years on the subject of reviewed paper.
The Supervisor of a section of the Journal determines personal structure of reviewers (as a rule from the Editorial Board members, or from permanent experts recommended by the Editorial Board of the Journal). If necessary, personal structure of reviewers can be either determined, or supplemented by the Chairman of the Editorial Board (Deputy Chairman of the Editorial Board); in any case, the competence, independence and equity of the reviewers should be provided herewith.
The Executive Secretary of the Editorial Board of the Journal within three days form the date of the appointment of a reviewer of the paper directs to the reviewer of the paper the hard copies of the materials of the paper.
5. The deadline for the submission of the review on the paper, as a rule, can not exceed two weeks from the date of dispatch of the paper to the reviewer.
6. The structure of the review should comply with statutory requirements.
The content of the review of the paper containing the recommendation of the paper for publication should substantiate the arguments that the paper contains new and interesting results and deserves publication.
The hard copy of the review should be handed to the Secretary of the Editorial Board of the Journal, and should be signed by the reviewer with the date of signing of the review.
The reviews that do not comply with abovementioned requirements are not accepted.
7. The review is stored in the dossiers of the Editorial Board for five years from the date of publication of this article or from the date of acceptance by the Bureau of the Editorial Board of the decision to refuse the publication of the article.
8. The meeting of the Presidium of the Editorial Board of the Journal is held as necessary but not less than once per a quarter of a year.
At the Presidium of the Editorial Board of the Journal meeting the Supervisor of the section (in case of Supervisor's failure to attend the meeting – the member of the Editorial Board of the Journal authorized by him) familiarized with the materials submitted for publication of the paper and review (reviews) on this article, characterizes the paper submitted to publication and his estimation of the possibility (expedience) to publish the given paper in the Journal.
9. The decision of the Presidium of the Editorial Board of the Journal on publishing the paper or the need to paper refinement with allowance for remarks or impossibility (inexpediency) of its publishing is made in the presence of a quorum at the meeting of the Editorial Board of the Journal (the attendance of more than half of the members of the Editorial Board of the Journal) by the qualified majority of two-thirds of the members of the Editorial Board of the Journal, present at the meeting.
In the presence of significant differences of opinions among members of the Presidium of the Editorial Board the decision on publishing the article, or refinement of the paper with allowance for remarks, or impossibility (inexpediency) of publishing the article is taken by the Editor-In-Chief of the Journal (The Chairman of the Editorial Board), or presiding at this meeting Deputy Chief Editor (Deputy Chairman of the Editorial Board) of the Journal.
In the presence of scientific, legal of other significant grounds the Editor-In-Chief (the Chairman of the Editorial Board) of the Journal has the right to:
- request additional materials confirming the validity (expediency, admissibility) of this publication;
- refuse to publish this article.
10. The Executive Secretary of the Editorial Board of the Journal within seven days after adoption by the Presidium of the Editorial Board of the decision to publish the paper or to refuse to publish the paper sends to the author (authors) the excerpt from the decision (motivated in case refusal to publish the article) of the Presidium of the Editorial Board of the Journal on this paper with copies of reviews on this paper (with information of reviewers deleted from these copies).
11. In the event of reception of the request from the Ministry of Education and Science of the Russian Federation, the Executive Secretary of the Journal sends within three days the copies of reviews to the Ministry of Education and Science of the Russian Federation.
